Storage buildings are a permitted accessory use in residential districts. A permit is void if work doesn't start within six months. Rice registers 911 addresses inside city limits and its ETJ.
Outside city limits (unincorporated Navarro County): Navarro County's published rules don't list a building permit for sheds or barns, and detached sheds don't get their own 911 address. The exception is the Richland-Chambers lakeshore zoning area (within 5,000 ft of the lake), where accessory buildings need a specific use permit and are limited to 120 sq ft with electricity only. Floodplain sites need a floodplain permit, culverts in county right-of-way need a $250 permit, and county fees double if work starts before permits are issued. Planning & Development: 903-875-3311.
