Inside Joshua city limits: any construction needs a permit, and accessory building applications need two dimensioned, to-scale drawings, including a site plan with lot lines and easements. Buildings go behind the house, 5 ft from side and rear lines, 15 ft from the house and other buildings, and out of drainage easements, up to 18 ft tall and two per lot (the Agricultural District is exempt from the count). Plans need an engineer's seal if the narrow end is over 24 ft.
Outside city limits (unincorporated Johnson County): Johnson County requires a Development Permit before any new building goes up. An Accessory Development Permit for a shed, shop, or barn without plumbing is $120. The application asks for a 911 address, a recorded deed, and a sealed survey or filed plat, and land in a city's ETJ may first need a plat or plat-exemption letter from that city. Near a flood zone, the county may ask for an elevation certificate. Driveway culverts in county right-of-way need a free permit from your precinct office.
